【摘要】:Thispracticeshowsthestatusofcoalminereclamationasoutlinedbyeachphaseofreclamationthatcanresultinbondrelease,accordingtoSMCRAand30CFRPart700,etseq(SeeOSM,DirectiveReg-8).ThispracticeissignificanttothecoalminingcommunitybecauseitprovidesuniformityofgeospatialdatapertainingtothereclamationandbondstatusthroughouttheUnitedStates.Withinitsareaofexclusivejurisdiction,eachRAistheauthoritativedatasource(ADS)forcoalminingspatialdatathatitcreatesandusestoregulatecoalmining.ThisgeospatialdatastandardwillhelpensureuniformityofdatacontributedbyeachRAandassistorganizationsineffortstocreate,utilize,andsharegeospatialdatarelativetoSMCRAanditwillleadtobettercommunicationsbetweenstate,tribal,andfederalregulatoryoffices,thepublicandindustry.Surfacecoalmininggeospatialdata,specificallytothestatusofthereclamation,shallbeobtainedfromstate,tribal,orfederalregulatoryauthoritiesforeachSCMO.Thecoalminingcommunityencompassesallentitiesdirectlyandindirectlyaffectedbycoalminingactivities,includingindustry,environmentalgroups,thegeneralpublic,andthegovernmentatalllevelswithintheUnitedStates.UseofthisstandardwillhelpcreateconsistentmapsandincreaseunderstandingofSCMOsitesthroughouttheUnitedStates.Thisstandardpromotesthecreationofwellorganizedandeasilyaccessiblesurfacecoalminingdata,anditwillfacilitatebettercommunicationbetweenstateandfederaloffices,thepublic,industry,andenvironmentalgroups.Inadditiontodefiningthestatusofindividualareascoveredbyareclamationbond,useofthisstandardwillidentifythechangesofthereclamationandbondstatustoindividualminedareasastheychangeovertime.ThelandreclamationandbondstatusdatasetsmayappeartobeincompleteforsomeRAs.Insomeinstancesthedatamaynothavebeencompiled.ThisstandardconformstothedefinitionofaDataContentStandardaspromulgatedbytheU.S.FederalGeographicDataCommittee(FGDC).TerminologyanddefinitionsforidentifyinggeographicalfeaturesanddescribingthedatamodelhasbeenadoptedfromtheFGDCSpatialDataTransferStandard(ANSIINCITS320-1998(R2003))andtheFGDCFrameworkDataContentStandard(FGDCProject1574-D)andothergeographicareaboundaries.Althoughthisstandardiswrittenspecificallyforthecoalminingindustry,itsgeneralpurposeandcontentareapplicabletootherminingoperations.1.1Thispracticecoverstheminimumelementsfortheaccuratelocationanddescriptionofgeospatialdatafordefiningthelandreclamationandperformancebondstatusofapermittedcoalmine.1.1.1Hereafter,referencetobondstatusmeansperformancebondstatus.1.1.2ThispracticeaddressescoalmininggeospatialboundarydatarelativetotheSurfaceMiningControlandReclamationActof1977(SMCRA),includinginterimandpermanentprogramlands.Thisgeospatialdatashallbeobtainedfromeachstate,tribalorfederal(orcombinationsthereof)coalminingregulatoryauthority(RA)authorizedunderSMCRAtoregulatesurfacecoalminingoperations(SCMO).EachRAshallbetheauthoritativedatasource(ADS)forcoalmininggeospatialdata.1.1.3Asusedinthispractice,thelandreclamationstatusofthesurfaceareasofapermittedcoalminingoperationrepresentstheareawherecoalremovalandreclamationandrelatedsupportingactivitieshasoccurred,isoccurring,orisplannedandauthorizedbytheRAwithinadefinedSCMO.1.1.4NotallRAsusethesameSMCRAbondreleasephasedefinitions.Forexample,SMCRAusesthreephaseswhereassomeRAsusefourphases.1.1.5Participationinthecompilationofspatial......
